Job Description

Berwick, PA - The Senior Occupational Health Nurse Case Manager (NCM) will maintain responsibility for tracking and implementation of strategies, programs and processes that relate to health services as directed by Director Health Services in supporting the business functions assigned to the position. The incumbent will work directly with Occupational Health Vendor in On-site clinic and oversees all aspects of the clinic to ensure a compliant medical program at the station. He/She must meet and remain compliant with company policies/procedures, Federal and State laws, and collective bargaining unit contract provisions. This individual contributor position is responsible for managing the third-party contracts assigned to Health Services function including oversight for various health/medical providers.

In this role, the NCM is matrixed to site HR while reporting directly to Director Health Services in Corporate HR organization. His/Her function will support and successfully deliver outcomes for case management in areas of disability (STD and LTD), FMLA, ADA, drug and alcohol/substance control, wellness, absence management, workers compensation, and medical clearance services to the Nuclear Medical programs for the station.

The incumbent works as an individual contributor with minimal supervision and substantial latitude for unsupervised actions and decisions affecting case management, disability management, medical certification and return to work outcomes based on policies and procedures. EOE M/F/D/V

Primary Responsibilities

1. Medical Case Management ?

General-

  • Support all aspects of medical case management processes for the assigned population.
  • A dhere to appropriate protocol and procedural requirements in handling medical clearances, medical absences, disability (Workers Comp, short term/long term, ADA), family medical leaves, and travel clearances.
  • Maintain responsibility for establishment of health related procedures/processes as assigned and is accountable for appropriate implementation of the administrative and operational steps of all Health Services programs per program area requirements, the collective bargain agreement, and regulatory requirements .
  • Work in partnership with other NCM, Regional Human Resources (HR), Legal Services, Site organizations, Corporate HR teams such as payroll, benefits, Labor Relations (LR) and others as identified in implementing strategies to aggressively manage out-time and leave of absence.

STD/LTD-

  • Maintain r esponsibility for all administrative aspects of the program to ensure compliance with Federal, State and Corporate policies/benefit summary plan.
  • Manage the interface between the employee, third party administrators (TPA?s) , Payroll Operations and Benefits group as indicated. Reviews communications from TPA?s on a daily basis to ensure accuracy of the decisions per accurate benefit plan details.
  • Work closely with regional HR, benefits, and payroll to ensure correct coding of time related to medical absences.

Worker'sCompensationprogram-

  • Maintain responsibility for administration of the program. Responsibilities include (may not be limited to):

a) Federal, State, Corporate, contractual compliance.

b) Assisting with development and implementation of strategies to enhance case management process to reduce claim cost.

c) Management of interface between insurance, internal and external counsel, providers, and field case manager regarding claims management , litigation proceedings, and claims settlements.

d) Management of interface between company, employees, and TPA?s regarding claims processing and employee contractual rights. Must manage and follow the cases routinely an frequently to be able to provide status update as needed.

FamilyMedicalLeave-

  • Maintain responsibility for the management of the administrative processes associate with company?s FMLA process. Responsibilities include:

a ) Federal, State, Corporate, contractual compliance.

b) Supporting the implementation of strategies to enhance process effectiveness and reduce impacts.

c) Management of the interface with TPA by working with providers, employees, union , legal, and HR teams regarding the process.

Administrative functions:

  • Support and oversee (an indicated) administrative functions associated with all Health Services related programs.

2. Absence Management-

  • Maintain responsibility for the monitoring and evaluation of out-time (FML/STD/Sick) cases related to general leave of absence and W/Comp related cases.
  • Manage interface with the vendor who manages the out-time processes.
  • Support all leave of absence cases for the company as assigned (continuous and intermittent), recommend process improvements, oversee compliance with policies, federal and state laws, bargaining unit contract provisions, provide technical guidance to internal and external customers, interface with company?s TPA?s for effective management of the claims.?
  • Support related projects or assignments that support department?s strategic objectives and goals as assigned.
  • Stay abreast of federal, state and local occupational health and safety regulations relative to the role?s assignments including review of technical literature.
  • Participate in vendor audits and evaluations and may lead the efforts. Support innovative strategies to promote productivity in the workforce based on monitoring cases and identifying trends and opportunities to expedite positive outcomes.
  • Support recommendations and new or improved processes to maximize efficiency of claim management to effectively improve employee absenteeism in the workforce.
  • Manage transition of STD cases to LTD.
  • Coordinate absence related payroll issues with regional HR for employees for appropriate payment of benefits.?
  • Maintain responsibility for communicating with stakeholders as needed for effective implementation of the program.

3. Drug and Alcohol Programs-

  • Support processes ad policies that ensure medical clearances and drug and alcohol clearances/random testing programs are conducted as per corporate, federal and state requirements for existing and prospective employees.
  • Support coordination of medical screening process for recurrent and routine medical certifications including vendor management and interface.

4. Occupational Medical Screening-

  • Support processes and policies that ensure medical clearances as per corporate, federal and state requirements for existing and prospective employees for nuclear and non-nuclear programs.

5. Health/ Wellness ?

  • Support annual health fair related activities (i.e. flu shot and biometric programs) .

6. ?Support management with recommendations in addressing emergent health issues that could have significant corporate impact.

7. Oversee and manage the medical Record Management Process for assigned populations, ensuring files are purged per?corporate schedule and maintaining accurate account of records.?

8. Perform related job duties as assigned.

Minimum Qualifications

1. Bachelor Science Nursing or Registered Nurse and Minimum of 5 years related experience in related programs.

2. Knowledge of Family Medical Leave, Workers Compensation Law; American with Disabilities Act, Occupational Medicine.

1. BSN or RN

2. 5 -10 years of Occupational medicine experience
